I don't think I've said that they won't be dependent, as a result of settling on Ethereum, they're certainly dependent on them. However, Rollups use calldata for sending their tx data to Ethereum. With EIP-4844, Rollups will get a much larger portion of a block allocated to them, which should lower the gas prices considerably for rollups.

However, this is in the situation where you use Ethereum for DA, works differently with Celestia for example.
